We have a couple of users that need to access the Local
Area Connection Properties with the ability to Change the
TCP/IP settings (Properties)... When they try to access
the Local Area Connection Properties a message pops up
saying "The controls on this property sheet are disabled
because you do not have sufficient privileges to access
them. Please contact you administrator"... The Local
Area Connection Properties dialogue box then appears with
the properties button grayed out... How can I give a
user/users the ability to access the TCP/IP properties
with out giving them administrator rights?

Try REGEDT32
@HKLM\System\CurrentControlSet\Services\TCPIP\Parameters
and set permission

How would I add the permission? When I navigate to the
Parameters folder there is nothing about permissions in
there. What would be the correct entry to add to the
Parameters folder?

Thanks
