allow user to add local printer

XP Professional SP1: I followed Knowledge Base Article
297780 and gave rights to Load/Unload device drivers.
When logging in as user the system found the printer but
wouldn't let me install it with the found hardware
wizard. I got a messege similar to " You must be a member
of the Administrator Group to install hardware." It would
let me add printer throught Printers & Faxes. However,
everytime I reboot the hardare is "re-found" and I have
to cancel. The printer is still installed and works
after cancelling the hardware wizard. It still "re-finds"
the hardware every time I reboot. Any suggestions would
be appreciated.
