Allow proxy server to be specified for a POP3 address

Just as IE allows you to set a proxy server in order to be able to access the
internet from behind a firewall, so too should Outlook support this feature -
or use the IE settings.

This would allow you to pickup POP3 email when working behind a firewall,
such as when you're using a VPN connection or similar.
