Allow move or copy of folders but not create

I have a file server share that is to be used for archiving folders that
house data from non-active projects. I want to allow users to move folders to
the root of the share but not create new folders/files. They'll have modify
control on subfolders/files and that is already setup.

I have setup special permissions for authenticated users that successfully
blocks the creation of new files, but as far as I can determine, the only way
to allow the move or copy of folders is to give "Create Folders/Append Data".
However, that right also allows the creation of new folders - which get the
name "New Folder" due to the inability of users to rename folders (that
requires Modify access as far as I know).

How can I give the ability to move/copy folders to the root of the share but
not create new folders?
