Allow installation of AV updates and Adobe updates

I have the users set up in a domain with just domain user rights and I would
like to keep it as is however I would like them to be able to install there
own Norton updates and Adobe updates but with the current rights they can
not. What can I do?

Make them local adminsitrators of their own computers. Note: NOT domain
admins, or they will have control over the servers too!

I really don't want to do that either just because we had an issue where the
users where installing all of this crap on there workstations.
