Allow to create new folder

We are a school, the network is very restricted, students have:

Disabled Right click
Classic folders
No 'File' menu in explorer

How can I give them access to create new folders?
It would be nice if a 'Name...' box appears too so they are prompted to call
it something.
Any ideas out there?
