Can anyone tell me if there is a method of placing users in a group with
"Power User" rights plus allow them to change IP address settings?

I Teach a networking class, and my students sometimes need to change basic
network settings for lab activities. Currentlly I have to allow them Admin
rights, which is causing all kinds of problems.

Help

have you tried to make them members of the "Network Configuration Operators"
group?

Of course - if you are using a Server os or XP Pro. You could create a
new group called "students" or whatever and assign whatever permissions
you want to that group. Then have your students log into the "students"
account.
