Help, I'm using Word 2000, developing a locked form, but my users need to
change a graphic (excel graph). How can I do this?

Any advice is greatly greatly appreciated

You need a macro that allows the user to select the new graphic, then
unprotects the form, inserts the new graphic in place of the old one,
and reprotects the form.

For an example of a form that does this, download the Form_Picture
template from http://jay-freedman.info.
