'Allow anonymous uploads to this directory' option is unavailable

I have made a career site using Frontpage 2003 and I want to allow visitors
to upload their resumes to this site, but the 'Allow anonymous uploads to
this directory' option is unavailable. Some say the server doesn't allow it.
How to overcome this problem?

Ask your Provider to enable it.

Provider says hosting is shared ... not possible ... isn't there any way out???

If your host doesn't allow it, then it can't be done on their servers.

You will need to switch to a web host that will allow it, and shared hosting is not the problem,
this is a chose your host has made in not support the function.
