how to allow activex in "order prints online"

I am trying to use the order prints online feature in Explorer. It keeps
blocking my activex and everytime I allow blocked content it just reloads the
page asking about mixed content and then blocking it again. Never actually
allows it.

Went into IE7 and set Internet and trusted sites to allow mixed content and
enable activex (not prompt). Makes no difference. I still get the mixed
content warning and it blocks the activex of my photo company (put in trusted
sites).

Where are the settings for Explorer blocking ActiveX? My Intranet is set to
"low" but it doesn't make a difference?
