How to allow ActiveX installtion as non admin for trusted sites

I just set up a new Win2003 domain and have grouped users into an OU with a
security poilcy that forces Trusted Sites. This work great, however now I
need to allow the installation of ActiveX components as a USER (non admin)
for just those trusted sites. Is this possible to set up on the server
side? Any advice is appreciated!
