We have many applications that are installed to the local hard drive and use
IE. After installing SP2, active content such as Flash files are blocked by
default (the information Bar appears each time the content is loaded). Why is
this happening?

We're using Group Policy to "Allow active content from CDs to run on user
machines". Is there a similar policy or fix to allow active content to run
from html files on the local hard drive? Does this greatly compromise
security if this is allowed? Thanks!

One nice trick ...
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\0
.... and set Flags to 1 instead of 33. Now you'll be able to change the settings
of IEs 5th zone on a per user basis.

instead of disabling the entire feature:

Allow active content to run in files on My Computer - Windows XP Service
