Allow access to disable a network card whist being logged in as a power user

I was wondering how you could set up rights for power
users to enable and disable their network cards on their
PC's this is required as it conflicts with a GPRS card
that is installed.

The reason it conflicts is that the network card uses a
preset ip address and default gateway which the GPRS card
tries to use.
If the network card were to be disabled the GPRS card
would use DHCP to obtain an ip address.
