to allocate unique a number to existing rows & new insert of row

I have an existing spreadsheet with lots of info and want to give each line a
unique number. But also when a new line is added either at the bottom or
within the spreadsheet I want that line to recieve a unique number and not
alter the existing unique numbers. How do I do it
