\All Users\ in $OEM$\$1 - Short Names?

I intend to setup Windows 2000 Professional, slipstreamed
with SP4 and enriched with a few files, on my standalone
workstation, using a custom bootable CD.

In order that Setup will place my added <somefile.ext> in
%systemdrive%\Documents and Settings\All Users\ , I have
to put that file initially in the $OEM$\$1 structure,
using short folder names for each intermediate folder, and
to insert a few $$Rename.txt files in the structure.

My question: Is there a danger that Setup will reject
my "competing" 'Documents and Settings' and 'All Users'
subfolders as defined in my $$Rename.txt files, because
Setup anyway creates such standard folders?

Is there an alternative access to the \All Users\
subfolders in the $OEM$\$1 structure, perhaps by means of
environment variables?
