Issue 1)
On the XP welcome screen, all user icons disappear. I have to use
"ctrl-alt-del" and enter my password on the popup dialog in order to login.

Issue 2) - Unable to open "Control Panel->User Accounts"
Ever since I noticed Issue 1), when I go to "Control Panel->User Accounts",
it shows error message, "The current user account is not recognized. Restart
the computer and then open User Accounts." Even after I restart, it never
works.

you may have deleted the accounts. or for some reason they have become
corrupt login using the control delete. and goto administrative tools > comp
management. expand system tools and then the local users and group
accounts. from there you should be able to set everything back up again. if
this doesnt work try going to document and settings and delete the user
profile that you are trying to login with

Hello Matt:
I go to "administrative tools > comp management-> system tools". Under
"system tools", I could NOT find "local users and group accounts". All I see
is "Event Viewer", "Shared Folders", "Performance logs and alerts", "Device
Manager"

Any ideas?
Thanks ahead.

yer thats just means your using xp home edition sorry. why you can still
loggon i would take a backup and use system restore as the problem is in the
registry or if you have a windows cd you can do a repair install.

yer thats ok just means your using windows xp home edition. the easiest way
to fix this will be to restore your computer to just before it started or
run a repair installation as the problem is in the registry.

Unfortunally, I'd tried "System Restore" to earlier time twice; both resulted
in "Incomplete Status". I went back to "System Restore" again and all the
previous restore points were gone. That means I could not do restore any
more.

By the way, I don't have XP CD.
Anyways, thanks for the effort.
