All programs in start menu

Since a recent reinstallation of XP home i'm unable to access "All Programs"
in the start menue. Can anyone provide a suggestion as to how I can fix this?

Start Menu 'All Programs' is empty or nothing happens when you click the
menu

Can you check whether you can access c:\documents and settings\all
users\start menu\programs? If you don't have access to that folder, you
won't view any shortcuts.
