All Programs question

When I click on "Start" and select "All Programs" the
entire screen is covered with programs. However, I have
more programs than the screen will allow me to see. I
can not scroll right or left or up or down to see all my
programs. If I delete a couple, ones that were unseen
now appear in the lower right corner of the screen.
What can I do to see all of my programs?
Help please!
