Click Start, Run and enter COMMAND.COM
Enter ASSOC .EXE=EXEFILE
If that fails, see
www.dougknox.com, Win XP Fixes, File Association Fixes and download the EXE file association fix. If you cannot double click the REG file to import it, open a Windows Explorer window and go to Windows\System32. Locate REGEDIT.EXE and rename it to REGEDIT.COM. Double click the renamed REGEDIT and import the REG file, via the Registry, Import menu.
