All Menus Missing

I have Access 2002. It started with my Menu Bar missing. I right clicked
hit customize, went to Toolbar and Menu Bar was no where to be found. I
left there and now I only have a title bar. I uninstalled office,
reininstalled office and still only have a title bar in access. Any
suggestions?
