Maybe you did a video driver update via winupdate?
Or perhaps you have altered your display refresh settings?

Bad news; never use winupdate for drivers, you obtain drivers, if required
from either your PC manu. if a large OEM eg Dell/Hp or Laptop. Otherwise
from the hw manu.site.
You need to obtain the correct drivers

Open Device Manager, navigate to the display adapter, then r-click it
and pick properties, then driver, and then pick "Rollback". (See Device
Manager in Windows Help and Support)

I installed the display drivers from my manf and restarted the PC

I tried deleting shelliconcache file in c:/winnt and restarted the PC

None of the above worked.

I am able to see images at perfect resolution but every icon in my OS has
become awkward.

Perhaps the screen resolution has changed? Look in display properties?

Screen resolution is not changed.

Any procedure to play with the windows to get back the icons to original
state?
