whenever I try to load up any floopy disk, a message pops
up that says that its not formated. When I try to format
it, Windows cannot format the disk. Can anyone please
help? It even does this if the disk is from another
Windows XP computer. Any and all help is greatly
appreciated.

Try go to device manager, double click the floppy driver controller, highlight the standard floppy drive controller, right click and select uninstall, click aplly and OK then reboot
Let windows search and reinstall the filoopy drive drivers
If the symthom persists, either the floppy head is dirty or the floppy drive is faulty
Buy a new one at $10
