When I schedule an all day even in Outlook 2003, the
reminder defaults to 18 hours, even though the default
reminder time on the calendar is set to 15 minutes. Is
there a way to make this default the same as all other
appointments?

Unfortunately, no. You can change the actual value, but not the default.
