All commands have slow response

I use Windows 2000 professional and am experiencing a slow response to
commands on all programs. Whether it's opening a program, website or
commanding a document to print, it can take up to several minutes. I have
deleted unused programs, and am spyware and virus free. I have noticed a
growing number of Windows 2000 Hotfix programs showing up under Add/Remove
Programs. Any suggestions will be appreciated.

If you open task manager (CTRL -ALT -DEL) is there a high CPU usage?
