All audio skips in all media players

I have seen this posted before, but only in reference to
WMP.

ALL audio skips on my PC ever since upgrading to XP
home. Skips with CDs, MP3s, games, internet sound, even
XP system sounds.

RealOne, WMP, mplayer2, Creative mixer, WinAmp, etc...all
the same. Nice skip every .75 seconds or so.

Bought a new sound card, Creative Soundblaster 16 PCI
4.1. Same problem.

I have tried every suggestion on ~ZachD's site.

Help. Any suggestions much appreciated.
