Alerted when I mix SecretGroup with PublicGroup?

Hello all.

I work in an organization that has several separate legal entities.
One entity is not supposed to get information that pertains to another
entity. This is a big deal in this organization.

I know Microsoft Outlook allows a number of kinds of filters. Is
there some way I can run the list of targets on an e-mail I'm about to
send through a filter, and get an alert if there are targets from more
than one group? So if:

TradeSecretsGroup
Jim
Fred
Nancy

ClientSecretsGroup
Paul
Betty
Sam

And I try to send an email to: Jim, Nancy
nothing happens, and the email goes.

But if I try to send an email to: Fred, Paul
a siren goes off, balloons go up, and the email isn't sent.

Is Outlook set up to allow this?
