Outlook doesn't support anything like that, and I'm not aware of any
third-party utilities that will track messages you sent and determine if any
replies have come back.
Currently we just use a project tracker which is a small database with forms
we enter data into whenever something is done on a project, and it's
revisited every few days to see where a project stands. If the last item is
"Emailed so-and-so requesting this information" and there's nothing after it
then it's time to harrass them.
Prior to this at my previous job however I'd just use my Tasks in Outlook to
track this information. Of course the method you use is only effective if
you use it.
