I am using Windows 98.

A few years ago, Al Marsden designed an
effective program according to reviews that would lock the PC upon bootup
for Windows 98 only. He worked for MJA Systems. I would like to use it.

Does anyone know where it can be downloaded, where there is a valid link?

This appears to be version 3, adding WinME compatibility.
Should be backward compatible, but I haven't tried it.
