Not via Hydravision. This is done in the splitter hardware. Splitters are
available here:

Prices start at $300, though, so it's probably not worthwhile. Keep in mind
the two monitors will have to be running at exactly the same resolution and
refresh rate.

Yes, that is the most elegant and cost-effective way. And you don't have to
stick with an ATi tuner card. Hauppauge and LeadTek (WinfastTV series) both
make tuner cards with robust drivers.
Alternatively you can keep your existing setup and add a second PCI graphics
card with a DVI port.
