You've pretty much ruled out everything except for the motherboard and IDE
cable.
If there is a latest patch for the game, try installing it and running the
game.
To determine whether it is a hardware or software problem, install XP to
another partition (taking care *not* to format the partition if you have
data in it), install the drivers and try running the game there.
If it works there, then you can be sure it is a software problem. Use your
new XP installation as your test bed by installing the latest update and
installing the game. This guide details more:
