After XP Pro re-install New Users unable to see programs.

I recently installed Network Framework 3. After install XP Pro would not
operate. I re-installed XP and as a consequence the user profiles were
removed. I created new users but can no longer access the programs that
recide within the C:\Programs Files. To get me working I had to uninstall
and re-installed Office so it could be seen. I really don't wish to due this
with the many other applications I currently have installed.

Is there an easier way of amending the new users to accept the current
installed applications on my C:\ drive.

Desperate for some help
