After a user logs on in a w2k computer SCMAN: Access is denied error occures

Hi after a power user logs in a comuter SCMAN: Access is
denied error occures and then "Can't open Service control
manager" error dialog is displayed. It never happens if
administrator is loging in.
Any suggestions to solve this problem?
