After updating windows ~ File on desktop?

's Computer Specifications

Just wondering if i can delete this file and where it
came from , I know it came from windows update because i
never installed anything besides windows updates and this
file named ~ was on my desktop?

It's a copy of your OE addressbook. Delete it or ignore it.
