After I turn off the Language bar in Windows XP, I cannot turn it back on -regular bug!

Problem: After I turn off the Language bar in Windows XP, I cannot turn it
back on.

I tried the following from microsoft description:

*To Show the Language Bar*
To show the Language bar (using Classic view in Control Panel):

1. Click Start, click Control Panel, and then double-click Regional and
Language Options.
2. On the Languages tab, under Text services and input languages, click
Details.
3. Under Preferences, click Language Bar.
4. Select the Show the Language bar on the desktop check box.

Problem is that Language Bar button (in Preferences menu) is INACTIVE.
This looks definitely regular Microsoft bug! Why microsoft disclaim this
bug? They even can no privide solution to fix this!

This drove me nuts for days. Under the Language tab, make sure neither
options are ticked and then go to the Details and click on the Language Bar
button.

Do not display any custom toolbars in the taskbar

created by the user or by an application.

toolbars, and the user cannot add any custom toolbars to the taskbar.
Moreover, the “Toolbars” menu command and submenu are removed from the
