After system restore all group policy settings reset to not config

I restored my WIN XP PRO SP2. All Group Policy setting states are now "Not
Configured". I get an access denied error when operations try to access the
Document and Settings/All Users folder.

Can I reset my group policies to the working state or to a default state?
