After SP2 Web Page Can't Be Displayed

Following format and clean install of WinXP Pro, all okay until
installed SP2. Get "Page Cannot Be Displayed" when try to
connect to most websites (Google included) unless disable Norton
Internet Security 2003, yet able to connect for updates to Spybot,
Ad-Aware and Norton LiveUpdate with NIS enabled. Also have
to disable NIS to connect to Outlook Express.

Have done all the usual checks for internet settings, spyware, etc
and all ok. Have also uninstalled/reinstalled NIS which didn't
help. Also checked Symantec site and MS info on this error message
with nil results. All security updates in and no other OS problems.

Have done clean install few times before, installed SP2 and never had
problems using NIS to connect to any websites. At a loss as to what
to try next short of uninstalling SP2 again. Any suggestions appreciated.

The obvious suggestion is to uninstall everything that came from
Symantec, which is a good idea anyway.

The next idea would be to read a bit into
