After Reformat and Reinstall can not subscribe to Newsgroups in OE

I must use this Forum because I am unable to subscribe to Newsgroups in OE6.
I click on Tools/NG/. Starts to download (I see nothing ) and got the
message:
Unable to connect to Server.
A TCP/IP error occurred while ttrying to send data to the Server.

Urgent help would be appreciated. Thank you

Barney,

Make sure you have followed setup procedures outlined by your ISP - for
using Outlook Express as a Newsgroup reader. Some ISPs require you to
provide your username and password, and to log in using SSL authentication.
Additionally - they could be using different incoming and outgoint port
assignments - instead of the defaults OE6 comes installed with to use.

I have been in contact with my Server. They say that this is a problem
between me and MS. Phone Microsoft was their final word. At 60$ a shot!!!!!!
Don't know what to do. I know that I did not need SSL authentication.

Which news server do you use: your ISP's, Microsoft's, or some other?

Just called my ISP Provider. Their answer was that they setup my Mail
Internet account but have nothing to do with News account.
