After Re-Install More than One Default User Folder

My PC is a Dell Optiplex GX280 and I am running Windows XP SP2. My warranty
period is over. I re-installed Windows after running the system more than 3
years. I assumed a re-install would wipe out everything and replace it with
a new installation but I do not think that is the actual case. I have an
"All Users.Windows" folder and an "All Users" folder. The All Users.Windows
folder is available as a shared folder but not the other folder. Does anyone
know why this happened? How can I fix this?

To get a "clean xp install" one must boot to xp cd,at boot menu,install
xp,new copy,delete the partition,create one,then xp formats & installs auto.
W/o the format,its not a true reinstall.

I have to use the install CD that came with the computer, but I still need to
fix this problem.

You didn't do a clean install. Refer to these links to see how to do a clean
