After installing SP2 cannot create shortcut on desktop

Before installing SP2 I used to go to the .exe file in the directory
that I wanted to move to desktop as an icon, would CREATE SHORTCUT,
then drag that shortcut to the desktop. Then, to run the program you
just clicked on the icon.

After installing SP2 if you drag it to desktop NOTHING happens.

What am I doing wrong?

I don't know what's going on but I tried rebooting twice and now it's
working correctly, go figure, please disregard my post.
