All the above did not work. For the record, the following did solve
the problem:
I replaced the file themeui.dll with a backup copy. This did not fix
the problem, I just add this for completeness
I then ran these registry fixes:
restorethemes.reg from Kellys Korner
visualstyle.reg, I believe aloo from Kellys Korner
After re-booting the problem had disappeared
