Advice and sample for a template

What is your advice and sample for a template to make all the rest of the
pages from? This is a brand new site.

1. A template like everything in a table set to percentage% ?
2. The same footer on every page?
3. A menu on the left side? Or the top? Or a mixture of both menus?

Which web site sounds the best? For your advice you get a free jar of hot
Louisiana Tabasco pepper jelly.

I'm actually working out the same issues for my new site. I've done some client-specific ASP apps, but never an organized public web-site like the one I am doing now. I am using the table template with included content method of contructing my pages.

For example, the following search page:
http://home.san.rr.com/vagabondia/admin/search.htm

Is the top_bott page template:
http://home.san.rr.com/vagabondia/tmpl/top_bott.htm

With the search topic page as included content...
http://home.san.rr.com/vagabondia/ad...arch_topic.htm

The search topic page is the topic page template:
http://home.san.rr.com/vagabondia/tmpl/topic.htm

with the search text page as included content...
http://home.san.rr.com/vagabondia/admin/search_text.htm

Here is the page that will eventually be the index:
http://home.san.rr.com/vagabondia/topmain.htm

As you can see, it is the top_bott template page with the main page template as included content...
http://home.san.rr.com/vagabondia/tmpl/main.htm

As you can see, I have a long way to go. I'm also trying to decide whether or not this is a good way of doing things, but it is a much better way than my last foray into a web-site.

It also gives me a certain degree of flexibility. For example, I could decide that I want the search_text page inside one of those blank white cells on the main page. I could add a navigation bar on the left, right, or bottom of the main page and design other pages (such as a links or contribute page) that could be included content in any of those areas.

Just some ideas that may or may not be very good.
