ADVAPI32.dll Errors

I have a 2000 SP4 DC that NTFRS will not start on, when logging into the
server I get the following error message: "The procedure entry point
LogonUserExA could not be located in the dynamic link library ADVAPI32.dll".

Has anyone come across this issue before? What steps did you take to resolve
the problem?
