Yes, when you're logged on to a domain, the Welcome Screen, and new User Accounts screens are turned off.
You can work around this and get the old style User Accounts by the following:
Click Start, Run and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Right click in a blank area of the right pane, select New, DWord value and name it DisallowCPL. Double click the value you just created and set it to 1.
Next, highlight the Explorer sub key and right click it. Select New, Key and name it DisallowCPL. Highlight this new subkey. Right click in a blank area of the right pane and select New, String value and name it "1", without the quotes. Double click this new value and enter NUSRMGR.CPL.
Next, visit
www.kellys-korner-xp.com/xp_tweaks.htm and download the REG file on Line 1, right column. Save it to your hard disk. Right click the REG file you downloaded and select Edit. Edit the line that reads "User Accounts 2" to read "User Accounts".
[HKEY_CLASSES_ROOT\CLSID\{98641F47-8C25-4936-BEE4-C2CE1298969D}]
@="User Accounts"
Save the REG file, then double click it. Answer Yes to the import Prompt. You'll still see User Accounts in Control Panel, but it will load the Win2K style User Accounts applet.
