Advanced Rules and Alerts

Here is the rule I would like to create:

Move all emails with subject starting with "Issue:" to a specific folder...

The part I'm having problems with is "subject starting with", I see "subject
contains" rules, but not the former. Any suggestions? I'm open to pretty much
anything at this point.

outlook doesn't have an option for 'starting with' - do you get other mail
with "issue: " in the subject line? if so, you'll need to either add
additional conditions or exceptions.

And in addition to what Diane said, keep in mind that looking for "issue" will
also match "tissue", "issues", "issued" and any other string that contains
"issue".
