advanced NTFS permissions on a W2K FTP server

I'll try this group,
I am trying to create "drop boxes" on a Win2K svr on an NTFS
partition. I also need to give FTP access to these folders to domain
users. The user should only be able to "drop" a file in the box and
not open it nor see the other files in the box. I did this several
years ago using advanced NTFS permissions (1, 2, 5, 11) on the dropbox
folder. It seems that the advanced permissions are not passing through
the ftp clients. The only permissions that work are the basic
permissions but they grant too much access. Anyone ever done this
through IIS and FTP? Help.....
