What it means is, are you working for a company that enforces desktop and
application settings? If the answer is yes, then they are controlling what
the settings should be. You would work with your corporate support staff
when something is amiss.
If you are a home user, what happens if you create a new operating system
user id and try Outlook? Do the settings stick between system reboots?
