You are using a private IP address range. Somewhere you or your
ISP is doing Network Address Translation (NAT). You can get a static
public address and get that address statically mapped to an internal
private address of the host you want to access using NAT. Or you can
get NAT to send any packet coming into an selected external port nbr
to a specific internal private address.
Sounds like your ISP set this up, talk to them about what is needed.
