Ads not displaying - red x's or page cannot be displayed appear

I am running Win XP Media Edition. I have Auto Select check on Encoding along
with Unicode (I can't change it to Western - when I reboot it goes right back
to Unicode). I have tried a number of things suggested here like Article
283807 & http://www.fjsmjs.com/IE/redx.htm

When I go to most webpages - I either get a red x where a picture ro ad
should be or perhaps a banner stating that the picture cannot be displayed.

Any other ideas & suggestions?
