I have the exact same problem on my XP installation. Flash works under
Firefox with Limited user accounts, but not IE. Seemed to start when I
installed IE 7, but I uninstalled that and Flash did not work with Limited
Users in IE 6. I have made the observation that there is a Permissions
problem, but I have been ignored. Quicktime 7.x also has the same problem. I
doubt you will get a simple answer to this one. Also, the recommended install
of the debug version of Flash does not work, at least for me. Hope we get a
fix sooon.
