When using ADMT to move users from one domain to another
does the local profile on the users machine have to be
redone as well or will the logon from the new domain user
the local profile?

Officially: When you move computers, the user profile will not change on
the local machine even if the user was also moved so all their files and
settings will stay the same when they log back in. If the user is moved but
the machine is not going to be migrated, you may need to run the ADMT
Security Translation Wizard. Here is a section from ADMT v2's help files:

Security translation does happen while running the Computer Migration
Wizard, but only for accounts and objects that belong to the same domain as
the migrated computer. Run the Security Translation Wizard to change ACLs of
accounts and objects that do not belong to the migrated computer's domain.

I have not needed to to run the Security Translation Wizard when moving
users from one domain to another in the same forest even if the machine was
not moved. I know this contradicts what is stated above, but that's life
with these utilities...
